Does the GOG version of Skyrim facilitate access to the Creation Kit? Or does the kit still require using Steam?

It comes as a separate DLC download so no, you won't need steam.

You are wrong. You probably mean creation club (This includes bethesda paid mods).. Creation Kit is different (It is used to create mods) . Currently it is not available on GOG but according to GOG staff they are looking into it if it could be possible to release it here too.

The creation kit for SE is on Steam. https://store.steampowered.com/app/1946180/Skyrim_Special_Edition_Creation_Kit/. I'm not sure if it's possible to plug it into the GoG version, though.

According to people on Nexus and the GOG forums it is not possible.
