Obliviion will no longer launch.
all I can say is It launced the first time I installed it but I uninstalled/reinstalled it
and it is still in my "task Manager" but fades out after aabout 10 seocndsf rom the tasks.

If your first installation was modded, then the uninstaller program won't delete a folder that has additional files added to it.
I would uninstall the game again, then delete the D:\GogGames\Oblivion folder.
And the My Documents\My Games\Oblivion folder.
And if you have one, the D:\GogGames\Oblivion\Mods folder.
Then reinstall the game.

I haven't modded it yet.
I just wanted to be certain the vanilla version works first
the ony thing I can see is the game is DRM'd you must not only be online the first time to activate it but everytime you launch. it works fine online but not offline, my perferred method for playing this single player game. I understood GOG was DRM free in this reguard. is it this or is it something stuck in the registry???

prior to the last time I tried and lanched Oblivion, and failed, I also disabled the GOG overlay in the game's settings on the Galaxy client and uninstalled Galaxy leaving the game intact.. After I had previously uninstalled it the first time, I already tried deleting the folders you mentioned, in fact, they were gone with the GOG installer's "remove savegame command" when I last uninstalled it. However, I will reinstall once more, and then try seeing if leaving the Galaxy client running see if that will solve the problem

the cause of this problem is the same with a lot of these games released in 2005(or around it) rundll32.exe, a rather incipid program, insists on running in your taskbar(in Windows 7 64 bit) when you are off line and prevents the program from running when you aren't connected. I have the same problem with Vampire Masquarade Bloodlines and a host of others that are Windows XP native. also, I am frequently unable to get on or even to stay online due to the fact, my computer is located in a heavily industrial arae in which because of electrical interference often times keeps my connection down or not at a good bandwidth. I also live next door to an automotive mechanic enterampnuer who works in his garage and has many power tools and equipment, therefore this game and many others(here on Gog) are imposslibe to play when simply removing the command in the game that makes rundll32.exe would be an easy fix. I have no idea how, but the only solution to a user is the long and risky one I mention in my VtMB quesition. This "dll" file is not supposed to be trigggered and yet is, Windows 7 problem with the "games" feature. it is not a problem on other Bethesda titles as Fallout 3/Vegas, so why is it a probelm with Oblivion. someone PLEASE HELP!!!

Unlikely - I play both Oblivion and the Masquerade game on Win10 64bit with or without an internet connection.
My personal guess is that the problem has been caused by a crappy deinstallation leaving garbage in the registry.
If you are familar with registry editing: Uninstall Oblivion, delete all files according to olnorton's suggestion, then search the registry for remaining Oblivion-related entries and delete them. Then try a new installation.
If you are not familiar with registry editing, ask someone who is to do this - otherwise you might accidentally damage your system fatally.

PS: It just came to my mind: Have you ever tried to launch Oblivion in compatibility mode?
CCleaner might be better than hand-editing the registry...Although it's got its own hazards.

It might be best to phone a tech-savvy friend rather than go fifty/fifty and guess wrong. ;)

OTOH, if you back up the registry, and print out a guide on restoring the registry from backup beforehand, there's a good chance you can recover if it won't boot afterward.

Ultimately, though, up to you. :)
thanks for all the help anyway, but I found a solution I am posting it for my own reference and if somebody else has this trouble in the future reading this.(I always back up the registry and this is the reason why GamesUX is a fickle file but the specific entry that will not(at least not me) mess up Windows.
this works well for Oblivion if you don't delete any other reg entry for GameUX
but
if it doesn't work for you(or if you use something that requires this more than I do)
if you export the reg and it doesn't work you must use system restore.

I actually cut and paste this from the MS forum but it works for me(but try at your own risk)

Possible solution for Windows 7 64 bit, English language

1: run regedit
2. search for 'SGamesWebService.asmx'
3. Delete the folder 'servicelocation' under 'GameUX'
4. problem solved
Note: Do at your own risk. Export the folder before deleting it.
