OS is win 10 64 bit , clean install.

Installed Morrowind from DVD without issues.

Run Morrowind launcher in programs folder, and get options screen; can select options, technical support etc. ok but when I select play, I get prompt to allow publisher to make changes, select ok, the banner disappears and nothing else happens, no errors.

If logged in as admin, same as above except for the prompt.

Any idea as to how I can resolve this?

ok. my fault. there is a Tribunal disk - once that is installed,. then the game plays.

What kind of DVD is it? Official from Bethesda, or a copy?
