there is no mouse acceleration present in special edition. instead the mouse smoothing would be what you're noticing.
to disable, add the following under [controls] in skyrimprefs.ini :
fMouseHeadingYScale=0.0200
fMouseHeadingXScale=0.0200

Thank you. I don't know if this works as I no longer have the PC (died) and this dying laptop can barely handle Fallout 3 so I don't have Skyrim SE installed. Thank you for your reply, I hope it helps someone else who had the same issue.
