When I first started playing Morrowind I found leveling enchant to be very frustrating but now it's much easier for me.

I usually start by practicing alchemy. (buy some kwama cuttle and fish scales from Adjira over and over again and use them to make waterbreathing potions. (I think you get a free mortar from one of the blades trainers in Balmora) Sell the potions to Nalcalria of White haven (she has 2k or 3k gold) then get some cheap enchanted items. You probably already got a few from looting the ownerless containers all over Balmora) Use up all their charges. Now use the money you got from alchemy to buy training. and make sure to us up the recovered charges from the magic items between training sessions. You'll be a master enchanter in no time.
