I finally got the game to reinstall to the version before the last update: 1.6.659.08 and 2.2.3 on SKSE. Now I can't get the mods on Vortex to recognize the mods in game. The mods are in Vortex and they are in the roaming app area under "users". I am not a computer wiz so I can't figure this out. Is the .ini being missing in the launch folder of Skyrim keep the mods from showing up?

I found the .ini so this is solved.
