I am not sure if you can do this since its a MSDOS game. But since I have it on GOG Galaxy and it gives me these configurations for DosBox via GOG. Is there a way to Edit Keybinds in Arena?

It is possible, but I don't know how it is done. There is a mod on Nexus that changes the keyboard layout for Arena to something more like Morrowind or Oblivion.

Since it's a DOSBox game you can simply press CTRL+F1 while playing to open DOSBox's built-in keymapper.
