Short answer is, "not yet".
Localization support is not finished (that's one of the few remaining features on the roadmap to 1.0), so even if a lot of work as already been done to port French Daggerfall Project translations to Daggerfall Unity, it's not in a releasable state for now because Daggerfall Unity itself is not ready.
