Even with everything on low, I get tons of stutter... Is this is a CPU issue? I have an i7 with 16gb of RAM, not sure why that would be an issue... But my 1070 shouldn't be an issue either.
Coincidentally I had the game chugging quite heavily the other day as well, despite a machine that usually is handling everything you throw at it without breaking much of a sweat.
Turned out that Firefox which was still running in the background for some reason suddenly decided to eat up 99% of my i7's processing power leaving only the remaining 1% to be utilized by everything else, including Echo.

So my guess would be that some other process (maybe even FF too in your case) running alongside Echo is taking up too much of your CPU's processing power? For me it reverted back to buttery smooth 100+ FPS (with pretty much every graphics setting cranked to Ultra) the moment I closed Firefox.
I do get the occasional stuttering/very brief freezes when the game loads something (like data for the upcoming level or at checkpoints when it saves) though.

Did you ever find a fix? I bought game during the Christmas sale and just started playing it last week. Tweaked all the video settings but still get framedrops-- Windows 10, 1080 ti, Ryzen 1700, 16GB RAM. Also turned off Galaxy Overlay but it made no difference.
I ended up returning it, sadly.
