I'm playing UC and I have to send money back to my base I give it to the transport in th mission area send it back to base and take. Still says I've sent 0 funds. Tried giving money to the space port ditto. What gives?

Are you playing UCS (United Civilzed States) or LC (Lunar Corporation. It's not clear which side you are playing as UC is not one of the three (the last being ED, the Eurasian Dynasty).

For the LC, you send the resources back to the main base on the moon and then they are sent in 10000 bundles to the spaceship construction project. It'll stay in the space port until there are 10000 to send.

Money sent via the transporter doesn't count towards mission objectives. When requested to send funds to your project you need to build an Ore transport refinery. Regular mines won't cut it.
