Maybe it's just me and my fixation on good plotlines, but I feel that if I can guess the ENTIRE plot of a game just based on what is in the manual, that's a bad thing.
The manual basically says that there's these two great superpowers, each alike in lack of dignity, who are duking it out over the last of the world's resources. Great start, there. Lots of room for development. Unfortunately, no development ever occurs.
The mission briefings basically amount to:
A. "We're being invaded. Defend this area by killing everyone!"
Or,
B. "We're invading! Kill everyone!"
...and the cutscenes don't seem to have anything at all to do with the story, besides showing you a very brief action shot that roughly corresponds to the area in which your army is. And, at the end, you don't get anything more than an acknowledgement of what you already know: your nation has won the war and now basically rules the world. Congratulations. You don't get any more FMVs or plot development.
For that matter, I'm not even sure what part I'm playing in this game. I thought the UCS' military was entirely directed by AI's? Who the hell am I? Who is giving me directives? Do the folks at home in the ED/UCS know or care about what I'm doing? What kind of minerals are we harvesting? Does it bother anyone that for every 4 tons of ore I bring in, I render 5 tons worth of tanks and mechs into scrap? Why does no one live on the surface anymore, given that most of the maps you visit in the game look more-or-less habitable?
So many questions left completely unaddressed... I hope Earth 2150 is better than this.

I agree. E2140 story is well... weak. But E2150 is better in this aspect. The Moon Project and Lost Souls both of them have great stories too. And I really love ED campaign in Moon Project. You shouldnt be disappointed i guess.
About no human beings on surface - from what i know atmosphere is really polluted and radiated so they all live beneath it. As you can see UCS uses robots, ED uses androids.
