AFAIK the base game does not have a difficulty selection screen
it was introduced with the MP1

does the gog DOS release let the player choose between easy, normal and hard?

Yes the DOS version in the goodies does have mission pack 1 and 2 and am currently playing mission pack 1.
Also it even lets you choose a difficulty in the main campaings, you can also choose difficulty in the mission packs.

The game in itself is not without problems though. First you need to get into the game by mostly pressing Y until it succedes and the dos version can get laggy with certain maps and units like ucs hellmakers or what they are called they throw fire cannisters and that makes it laggy when there is a lot of fire burning.
Though i still beaten both original campaings on my windows xp machine while playing the DOS version, i am very close to beating the UCS mission pack 1, but kinda stopped playing and went to earth 2150.
