Is there any way to skip this when starting a new campaign?
Which game? I think for Genesis if you select the option along the lines of recognising the old man you can go straight into the campaign. If you've played the tutorial its more obvious.

There is no way to skip this the first time through the campaign. However if you redo the campaign later you can.

So are you saying you need to complete the game so I don't have to repeat the tutorial?

Sadly that's the case apparently. I know really sucks that you have to waste time with that first shard and reading all those dumb tips over and over. If you actually turn them off it glitches on you and you can't do anything lol.
With Genesis (I don't know about MotBW), you don't have to complete the campaign, just be through the tutorial and into the campaign proper. At that point, chooosing to start a new campaign (as the same player) will allow you to skip the tutorial by choosing a special dialogue option when your "mentor" first comes along.

You can disable the Tutorial :
Launcher/Setting/Options Menu -Tutorial mode on/off

Launcher/Setting/Interface - Tutorial messages on/off
