If I have buildings like practice halls or others that give more experience to recruits, also the defenders I can hire will have more experience?

I don't think so, as the two tend to be handled completely separately elsewhere. Also, as far as I can tell, you can't level up defenders anyway.

Buildings wouldn't improve exp of hired guards.
On a side note, defenders can get levels and even medals when they win battles. Like defeating enemy hero, Inquisition, barbarians. Even neutral enemies in sites can get them.
