I was always annoyed if I fight peasants and tell the AI to Auto-Battle. It would raise ghosts or zombies, use Mass Disease and many other very expensive spells. Even if the Spellbook is full of Magic Spark for example.

If you say 'no magic can be used' as in 'no gems can be spent', the AI will still use nocost magic with this mod.
