Yes if you spliced your Wizard sadly your limited to level 3 of skills EXCEPT that the class specializations make up for them in the following ways.
Necromaner (10) and Master Necromancer (20) - If you spliced your Wizard with Scout the bonus ability you get is that it allows your Necromancy skill to act one level higher than what you have at level 10 and 2 levels higher at level 20 basically giving you access to Necromancy level 4/5.
Enchanter and Master Enchanter- If you spliced your Wizard with Commander then you automatically get a 3 turn duration increase at level 10 and 6 turns at level 20.
Battle Mage and WarWizard (Hello Richard Rahl) - Wizard to Warrior splice increases the Thaumaturgy skill basically and actually makes it better than what the pure Wiz can get. Increases your resistance by +2/4 at lvls 10/20 and also increases your Resistance Negation by 2/4 as well.
Mage and ArcMage - In addition to letting you get levels 4/5 of the skills you already have this gives an extra +2 spell power at lvl 10 and +4 at level 20 PLUS you are allowed to cast 2 spells a turn at level 20 as well (as long as your stamina and mana last). Thus the ArcMage can get a total of +10 spell power (+6 from skill and +4 from class bonus) in addition to any bonus's from gears.
