When playing this game, I try to skew towards being a "good" ruler. That said, if my hero is exploring a province and stumbles upon a location guarded by "good" opponents (elves, halflings, etc.), would wiping those opponents out have any effect on my ruler's personality or reputation?

Yes. Killing 'good' province defenders is a bad act, as is making buddies with 'evil' ones.
Even Location (not province) defenders? (like an old mill defended by a bunch of swordmen and clerics)
Look into guard_type.var
For example, undead have negative karma. If you kill site with undead - you will get karma and vice versa.
Though I would recommend to not bother with this, events would give times more karma in any direction.

So, even though the effect on karma would be negligible compared to how I respond to events, wiping out a halfling, elf and dwarf from an abandoned farm or old windmill would have a negative effect on my karma (even in a small way). Correct?
They are "Adventurer" guard, 0 karma. Kill for free.
