I've had massive streaming Duskers.
Only point 1) is relevant if you just want to play the game.
1) Launch with -force-opengl to have it render properly (I get white background with drones on top without this option).
2) Set Vsync to "Every Other Frame" to get a stable 30 FPS through OBS, otherwise I get only about 10-15 and severe stutter.
3) Disable "Noise" to greatly decreases CPU required for encoding (to about 1/3)
I have never seen this kind of issues before, so I'm pretty sure it's the game rather than my machine (up-to-date Arch Linux).
