Seems like it's been released on GOG now. It's in the 'EXTRAS' section of the game in library.

can you download it, I see it in the extras but I cant download it when I click on it

No 'DUSK HD' in your EXTRAS? Strange. It's a 2.3 GB zip file with a separate installation of DUSK HD. Seems like you don't need the original installed to play since it comes with a new .exe file. It is a weird way to push this

EDIT: Not complaining btw. It's DRM-free, so I take what I can get

It show today in GOODIES EXTRAs, but I can't download it.

EDIT. OK, I was able to download it via Firefox but not via GOG Galaxy. :P
