My preferred solution for the GoG version of the game:

Open the game folder, e.g.:
E:\GAMES\GoG\Dungeon Siege

There's a programm called "dxcfg.exe", which is a DirectX wrapper. When you're running it, you can choose things like:
Resolution
Windowed / Fullscreen
Aspect Ratio
Scaling Method
Vsync
Gamma correction
an AF / AA filtering method

The settings made with this util will be saved in the file "dxcfg.ini"

I tested it with 1920x1080 in fullscreen and windowed mode and it worked for me on a 3840x2160 screen.

P.S. Make sure, your Dungeon Siege shortcut doesn't have any switches mentioned on wsgf.org or pcgamingwiki.com, as they seem to override the settings from the tool. The target path of the shortcut should look like e.g:

"E:\GAMES\GoG\Dungeon Siege\DungeonSiege.exe"

(adding nointro=true should be fine)

Under Win10 64 go into '...\Users\YOURUSERNAME\Documents\My Games\Dungeon Siege 2\'
and edit the DungeonSiege2.ini width and hight.
I can play in 1920x1080 with no probs and Aya is my charname ;)

How wide is your display? Mine is 5120x1440 and UI items are on the edge of the screen where I cannot easily see them. It there a way to shrink the display window so that the game is centered, takes maybe half the width, and has black bars on the sides?
