UI in games this old doesn't scale with resolution, dgVoodoo won't help.
I have an answer but you're not going to like it. You need to either play the game in windowed mode, or set the fullscreen resolution to what it would have been when the game was new (AKA 800x600)

Playing at 1080p is doable on a 27 inch, but 1440p doesn't look great and never will. 4K is not worth bothering with.

It will actually. dgVoodoo will do the scaling for you. You can set the game to something like 800x600 and then force whatever resolution through dgVoodoo. Played this way at 1920x1440 with a 800x600 sized HUD.

EDIT:
Here are my in-game settings + dgvoodoo settings. I assume you know how to handle dgVoodoo, since you asked about it specifically.

You can change the in-game resolution to whatever you want, it will only affect the HUD size. Game will be forced into whatever you set in dgVoodoo.
