I get a small window surrounded by a black box. How can I change the resolution?

In windows 10 I can change my screen res to a few settings based on my hardware and change "compatibility options" by right clicking the file.
My lesser problem is that when I exit fullscreen, it changes the game to a 640x480 window and I can't change the size of that or change back to fullscreen.

Normally Alt+Enter makes games switch between fullscreen and window mode snd back again
