EA legal stuff, only thing that seems to work is wait and see.
This is a problem since EA games appeared on GOG and we all pretty much gave up hope of ever seeing the missing Expansions until GOG surprised everyone for Christmas and added the missing Expansions for Alpha Centauri, Wing Commander 1+2 and Wing Commander: Privateer. Although there are still many Expansions missing, there seems to be still hope.
Oh and I don't believe GOG will ever sell (Non-Standalone) Expansion of old games without the base game. And when they get distribution rights to Expansions for games they already have they so far always added them for free. They even added Betrayal in Antara to Betrayal at Krondor although this 2 games had nothing in common except for the engine and perhaps the development team. I seem to remember that I read GOG added it for free because it can not be sold separately because of the complicated legal situation of Antara.
