you should certainly have no trouble attracting creatures in level 18 :)

You will probably get too many.

For level 20, I make my rooms absolutely huge. There is a large area in the lower section of the map you can dig out and fortify, and just stick whatever rooms you like in it. I think my hatchery and lair ended up like 7 x 15 or so and I had no problems with attracting creatures.
