Can you play duke nukem arena against other people on a network instead of bots?

You mean the mod?
I assume the mod just launches the game with certain arguments that tell the game to have bots.
You can use YANG to connect with other people to play Duke Nukem 3D mods. Make sure everyone has the same version of the mod and the program does the rest. You might have to add your own launch arguments to make YANG launch the mod and not regular Duke3D.
For example: "C:\Games\Duke3D\DUKE3D.EXE" xMODNAME.CON gMODNAME.GRP
