It's an issue with GOG's unbundling of game packs. Duke Nukem 1+2 were sold as one package and were also stored in one box on your GOG gameshelf in the past. Now, after the unbundling, you have a separate box for each game, but they still share the extras. The manual is the one from Duke Nukem 2 and the Hint Sheet belongs to Duke Nukem 1. GOG doesn't offer any other manual for part 1.
