Seems I can't scroll down the main menu in the game to change anything. Like its not recognizing an input. Is it mapped to some weird keys?

Have you tried running the included setup utility to configure your input devices?

Sometimes DOSBox window doesn't capture your mouse pointer so lock on it by clicking the screen (for a moment arrow is black) or ALT+ENTER and click on window, then switch to fullscreen by tapping ALT+ENTER again.
