This patch adds vouching for races, adds adventuring with races, increases regen rates when out of combat, makes attack/critical hit/thrust stats more useful, makes bonus skills each unique, finally shows you skills on the create ship screen, and fixes several more minor issues.

0.914 change list:

* added Vouch for race option (transfers some of your good relation with a race to another race)
* you can now request to adventure with a ship of a race (Verdusk/Darkness)
* now shields, energy, structure, and armor plating regen goes up by 50% when out of combat for 5 seconds
* now if player uses a skill that doesn't automatically hit (ballistics, plasma cannons, etc) attack compared to 25% of enemies defense used to add to critical hit chances
* now each 100% of critical hit chance adds 25% to critical hit mult
* now a button on create ship screen to show the skills available to that ship
* made tactical bonus skills each unique - 100/attack mult, 150/skip shields chance, 250/chaining/homing/forking chances
* made helm bonus skills each unique - 100/defense mult, 150/pet defense/escape notice/trap trigger distance mults, 250/defending critical hit mult
* made structural bonus skills each unique - 100/structure mult, 150/armor plating/defending critical hit mults, 250/item damage reduction mult
* made engineering bonus skills each unique - 100/power load mult, 150/energy mult, 250/energy/health leech
* made computers bonus skills each unique - 100/attack/pet attack mults, 150/shields mult, 250/critical hit/critical hit damage mults
* if you have more thrust than is needed to be at max speed, the extra is converted to defense (Diablo_68)
* increased attack per computers from 4.0 to 5.0
* added 3.0 defense per computers
* increased energy per engineering from 3.0 to 5.0
* increased energy regen per engineering from 0.12 to 0.15
* increased defense per helm from 3.0 to 5.0
* added 2.0 thrust per helm (will increase non-helm races beginning speed by 20/10%)
* now if stick near recharge station it recharges twice as fast (Fulano)
* extended all fighter bay types up to the max item level
* now races will value peace with subjects of good friends much more (Lowen)
* fixed geomagnetic storms doing 4x more damage than intended (forgot damage is over entire life not per tick) (poobunsdudley0)
* fixed fixed permanent storms doing 20x more damage than intended (not divided by 20 life, because infinite length)
* added a capital has been destroyed message
* now attack/defense highlight text shows you data at the monster level of the current system you are in instead of the player's level
* non edge wormholes no longer always show on the system map (uses radar like everything else)
* fixed ControllerMouseStartPositionWidget in RelationsPlantSpy menu
* fixed spacing on bonus skills so separator line doesn't go through icon
* fixed missing XChanceOfEnemyStat translation
* fixed missing CriticalHitDamage translation
* changed PROTOCOL_VERSION to 116
