This patch fixes a few crashes, adds an upgrade consumable race service, flattens the xp curve quite a bit, adds new dialog, makes scanning anomalies and planets faster, and fixes several more minor issues.

* increased Battery energy regen by 50% (Demios)
* now race attack ships prioritize attacking planets in the system they are in
* added effect to unstable wormholes so know when they have triggered (Eris Shrugged)
* now espionage chances are affecting by technology bonuses/penalties on the choosen planet
* now rumors work better at a race's larger planets and worse at their smaller planets (population wise)
* fixed not immediately getting planet info on a scanned planet with anomalies
* now show a green $ at beginning of planet name on planets screen if selected race doesn't know about that planet yet
* now highlighting command tells you what attribute bonuses for the current level and the next level
* life leech type of things will now repair armor plating after structure is repaired (KevinC)
* will no longer get ambushes when attacking a planet (Gologon)
* now short teleport traps have a limited range (if trigger entity is too far when trap goes off they won't get teleported) (Gologon)
* added some alpha to background when highlighting race icons in relation screens so a bit easier to see what is going on
* now when a menu that pauses is up and you hit the pause button it doesn't unpause client side of things for a frame (DysDaemoN)
* added a treaties help topic on full help topics page (Takarias)
* now if switch out a component of the same type it will automatically update user slot to new component (Fulano)
* fixed fighters not launching with full shields when you have the Fighter Armor skill (DysDaemoN)
* now update hull info on player in more cases (Hashashiyyin)
* added a way to apply multipliers to percents and always stay within 0 and 1 range
