Today I started this game for the 1st time, but the sound effects, music, and voice (like the protagonist falling down the well at the beginning) are stuttering badly.

This occurs at the default settings. Turning off vertical sync, "High Graphics Quality" and mods makes no improvement. The 2.0.3.10 patch is already installed.

The other aspects of gameplay seem to be running normally.

What operating system do you use. Sound handling is pretty different in XP and the newer Windows versions.
If you're using XP, run dxdiag and try lowering sound hardware acceleration.

Yup, Windows XP. I tried your suggestion and lowered the sound hardware acceleration. I tried all of the lower levels, including "No acceleration". Unfortunately, it didn't fix anything.
I'm sorry to hear that! Most likely your cpu can't service the sound thread fast enough, so it's stuttering. Simply a bit faster machine would likely do the trick, but failing that, you could try lowering the resolution of the game, or using windowed mode instead of full screen or the other way around - that might free up us some processing power. It could also be that some other program is hogging up resources, so check your CPU usage in the task manager. Only other thing I can think of is to update your sound drivers, but it isn't always possible to find up to date drivers for XP these days.

My PC meets the system requirements. Since I was already operating at the lowest resolution possible for my monitor, I tried your suggestion to change from "Fullscreen" mode. Both "Fullscreen (Windowed)" and "Windowed" modes work.

So, I'll mark this question as having been solved, although it would be nice if, in the future, someone will figure out how to make "Fullscreen" mode work too.
I'm glad to hear it helped! It sounds exactly like a problem with threading, good old DirectSound uses a cooperative mode for sounds in windowed mode, and that little bit apparently helps.
