This error code is tied to a missing or corrupted contents of Visual C++ 2010 libraries. See if you can reinstal both versions (x86 and x64) of Ms Visual C++ 2010.

Hi, i'm in the same situation, and I've already followed the advice regarding double re-installation of the MS Visual C++ 2010 x64 and x86 packages. Also, I tried installing other c++ packages like 2012/13/15, getting the same result. All the games in my library work, apart from Dragon's Dogma: Dark Arisen, which causes the same error mentioned above to appear both from the executable and from the desktop connection. How to proceed?

I read that this error may also be a reslt of Windows 10 update, a result of missing .NET Framework 3.5 libraries. Try messing with that - including plain Windows reboot (restart), running the game as admin and updating Windows.
