The game has good replayability, so whatever your preference I would say. I personally play with at least the texture mods. There are also some nice mods for spells and other small tweaks as well.
But some mods may require the creation of a new character to properly function, so that's something to consider before investing a lot of time. Also, if you do invest that time and then decide to start over, you may want to backup those old saves in case you change you mind again. Heck I backup multiple character saves to avoid having to restart fresh every time.
I would also say, try both and see what you enjoy. Just backup your pre-mod game files somewhere safe and test it out. If it's not to your liking, remove the mods and go back to the original files. There shouldn't be much confusion which file is which and some modders even include .txt files with instructions.
None of the mods that I know of from Nexus do anything that can't be easily undone by a simple copy and paste.

Haha I didn't read your question properly. Yes, some mods do require a new character to function properly, while others can be installed and removed at will.
If you're using a Nexus mod, then just see the authors description page to see if that mod requires it. Most of the modders there are very good about the install and how to use directions.
