So, whenever I try saving, it won't create a save game. Deleting the folder in Documents didn't help.

what verson of the game and os have you got ... for example the Galaxy install on Windows 10 is different to stand alone installed on Windows 7
if we assume Windows 10 then the local saves go to your default documents by character (see image) and that could be on your C or a lot of people like to have it on D drive
if you have the galaxy install then click game settings and look if you have it set to sync (see image) ... turn off sync and make a save... you can turn it back on later
reguardless you need dirrectplay, Net4 and a port past your firewall to run this game... you also need Net3 if you want to use the mod installer
