There is no hot spot for the spilt oil below the bats for me. Therefore, I can't throw the lantern into it to scare the bats away. What am I doing wrong?

I had the same issue one time when I played through. I believe it is a glitch that requires you to start the game all over again. That was the only thing I could ever get to work at this section.
