I got The Ultimate Doom and Doom II + Final Doom on sale and I want to know the differences
between Ultimate and Final (and if either of these games have mouse look.)

I don't think that either of these have mouselook that would let you look up and down (left and right should work). For full mouselook you would have to use one of the source ports. Personally, I've used Skulltag, but it has been discontinued as far as I know. I'm sure someone will recommend you a source port that would suit you.

Skulltag was forked into Zandronum, which is based on ZDoom and GZDoom. It is good for multiplayer.

ZDoom has been discontinued as development is now done with GZdoom (which was also based on ZDoom). It is good for modern graphical features. There is also now QZDoom, too.

Alternatively, if you like vanilla gameplay and features but higher resolution and the option of modern controls (so you just want to avoid the limit removals and new graphical features and such of the other ports) then you can use ChocolateDoom.

TNT & The Plutonia Experiment are also fan additions that play in infinite loop. Everytime I played through those it goes back to a previous level like the military compound or beginning of their game. They were not created by iD, just given support for release. Same thing with Master Levels, which is a combination of Fan made levels with no coherency to Doom1 / Ultimate & Doom II.
