i have personally tested it in windows 10. it does work but, there is a wierd resolution glitch where the game takes up about half of the screen. it should not be that difficult to fix.

Or you could just use Chocolate Doom (https://www.chocolate-doom.org/wiki/index.php/Downloads) or GZdoom (https://zdoom.org/downloads) instead.

Doom95 isn't really worth fixing on modern operating systems, especially since there are source ports like Chocolate Doom, Crispy Doom, and even Doom Retro that work better on PCs while providing a vanilla-like experience or GZDoom like TheBigCore pointed out for a modern experience.
the thing is that gog can not include those, as they do not have the rights. doom95 is a different story.
GOG can't include Doom95 since it was developed by Microsoft.
