Is this on purpose? It is a raise in difficulty which I would not mind (makes Winter more of an active affair instead of just sleeping everyday and eating your hoarded food) but it is not in the patch notes.

It seems to be intended and fits the item description: "Recovers sanity, at the cost of hunger and time".

Compared to straw rolls, it still has the advantage of using less resources:
1 tent = 6 nights = 6 silk / 4 twigs / 3 ropes
6 straw rolls = 6 nights = 36 cut grass / 6 ropes
2 fur roll = 6 nights = 12 cut grass / 2 ropes / 4 bunny puffs

Furthermore, you can destroy a tent after 5 nights and get half of the resources back.

The Straw roll is supposed to set the temperature to 15, while the others are supposed to set the temperature to the max; however none of them work AFAIK due to spelling errors (so those code sections are never called).

Agree with everything else - I use the tent a lot. Although I did mod my game so that all of these items use up only half the hunger, and balanced this by halving the sanity/health gains. For some reason that makes more sense to me, as they can be used more often (naturally going through more resources, but meh).

Also AFAIK the tent was always intended to be like that, but the hunger penalty wasn't applied due to a bug (which has now been fixed).
