I just download the English version now and this is meant as feedback.
It drives me nuts to read the German text over their heads and listen to the English comments. :)

There is a language tool to switch languages, which has no effect for me on the interface or dialogues.

//edit: and the display subtitles option has no effect either.

In case it helps, here's my [installation base directory]\Data\Localization\language.lsx for a working Anglophone installation (using an earlier installer and not patched up to date):

Sorry, I didn't test if it is just a config change, this solution would be better than a ~9GB download (doesn't take that long on modern broadband, but still).
