I've visited both the blue boar inn and the dwarven something inn and I see rooms with beds but I don't see anyone who will rent me a room? Am I missing something.
I'm pretty sure you can just find an empty room and click on the bed. Sometimes people will get mad if you try to sleep in their bed, but they'll (normally) only react if they can actually see you. So so if you can lure them out of their room, then that should work if there aren't any spare beds.

All the rooms in the Blue Boar and Dwarven Bread Inn are taken, although no one tells you that as you don't even have the option to ask.

But there is a big inn in Verdistis (the Ducal Inn) to the north where you can rent a room. You can also eventually buy a house there.

You can also just set a teleporter stone in Aleroth and teleport back there to sleep for free anytime you want.

Beds can also be made from bails of straw in barns.

There is also a portable bed in a certain house that can be dragged into your inventory to be used whenever you like and placed wherever you like.
If you rent a room in the Ducal inn in Verdistis and leave anything in the chest there, if your time runs out you will need to re-rent the room to get your stuff back. I'm not sure how long you have (a game week?), since I used the bed in Joram's cellar at the start of the game, and restoration potions later.

If you make a hay bed on the ground it can not be moved, but it can if you make it in your inventory or a container (or you can just make one on the ground near all your favourite merchants, etc).
