EDIT: Found the solution. I deleted dxgi.dll and dxd11.dll from the installation folder. They were preventing the game from launching for whatever reason. I had the same problem as the Witcher 3.
I've attempted to to launch this game repeatedly without success.
I have a Core i5 and a GTX 1060 (DX12).
The analysis tool notes no issues.
I've installed the "Documents" folder suggested by Raze.
I've reinstalled/repaired the Microsoft Visual Whatever thing multiple times.
Yes, my Windows 10 system is 64 bit.
Anything else I should try before requesting a refund?
