It seems there is no way to stop this game from stuttering, however I stumbled across something that brings it from totally unplayable to at least bearable.

I found that if I open up OBS or Ryzen Master, that the stutter is lessened. You don't have to do anything in those programs, just open one up and let it sit there idling.

If you look in task manager you will see that these programs consistently use a small amount of GPU while in the background, like 1% or less. For some reason this seems to make the stutter less dramatic.

i had given up on Divinity 2 due to stuttering headache.
i was reading about Divine Divinity and a sound issue that was fixed by alt/tab out of game then going in to task manager and setting cpu affinity to one core. So my curiosity got the best of me and i tried setting Divinity 2 to one core and all the stuttering went away.
I can now enjoy Divinity 2 with graphics as high as they will go and absolutely no stutter.
I had to try a couple of different things, but seems like going to the GPU control panel and setting the application to limit frames to my monitor (60) then disabling the frames in game (slider all the way to the left where is says "disabled") then finally launching the .exe as administrator from the (divinity2_dev_cut\bin) folder.
