The changes in DKS should actually made the game easier than D2:ED, and a harder harder difficulty level was added due to popular demand at the time.
Maybe it is a difference in your character builds?
IIRC i was playing dual wield heavy str build in my first contact with game, relying mostly on passives and avoiding active skils. ATM i am playing magic missile mage char with more even stats distribution (like ~20 each stat with more int/vit) relying mostly on 2 or 3 actives and supporting passives (like mana cost reduction). The biggest threat so far are all "ranger" units which often 2-3 hit ko me despite fact that my ranged dmg reduction is around 35%. I am currently lvl 27 in raze flying fortress and iirc last time i finished whole orobas cliffs without any problems. So i find it harder than last time ( maybe my build is worse but for few years my gaming preferences changed and i enjoy playing more diversified characters than pure str "slash them until death" leftclick fiesta hero).
I did a dual wielding strength warrior in D2:ED, as well, using a bow occasionally at the start of the game (later just for breaking crates, etc, or the odd weak opponent that ran away, if it was easier than Rush Attack). In DKS I played with a ranger build.

For your mage, are you dual wielding weapons with the largest magic damage bonuses or enchantments that you can get? You don't need to boost the dual wielding skill if you are not using them for melee combat much, since the off-hand penalty is not considered for the spell damage bonus.
