In changelog of the game i see that this skill was fixed but then i've seen some posts about it not working still.
Can somebody clarify the situation with the current patch?

My guess is that none of the v1.4 fixes were applied to the GoG version. One of the fixes is that Spellbooks take into account your character's level, but the GoG version definitely does not do that. I am assuming that the new, digital versions were based on 1.3 or something.
