GOG page, tells me I downloaded the 3.6 etc, version of the game, but in the game it shows I have 3.0 version and I do not have the access to gift bags.

I fixed it. I had to download the game from backups menu. (dunno why it downloaded the old version through the INSTAL button, but not my job to think about that. Time to enjoy the game once more)

It sounds like you may have accidentally switched to starting the Classic version of the game in the launcher, rather than the Definitive Edition.
Both versions are included (in the Windows version) since save compatibility was not maintained with the DE release, and this would let people continue playthroughs already started (or use mods in the original release not updated for the DE).
