I really like dogs and Buddy is one of my favorite characters. I have installed the "Happily Emmie After" mod. But you can't speak with him if you have the black cat that attaches itself to you without permission. I have yet to find a way to get rid of the cat without killing it
I do not want it and would never pick one up if given a choice. I am not a cat person The only way I can find to rid myself from the cat is to kill it. I would appreciate knowing if there is anyway not to acquire it or remove it alive.

I don't know of any way to peacefully remove the cat before escaping the fort. If you just want to keep your characters' hands clean, you can wander by the guards at the gate near the kitchen area (one of them has an issue with black cats).
If you recruit Fane or Red Prince after getting to the beach, you can send a companion ahead to meet the cat, and then leave him behind when wanting to speak to the dog (I assume Buddy only cares if the cat is nearby).

Edit: If you use the ladder west for the gate to enter, the cat will not follow before the encounter at the gate is triggered, at least if you don't get too far away (only checked up to Buddy's location); using waypoints or getting farther away might teleport the cat.

Also, does the mod add that restriction about talking to Buddy? I double checked that and had no problem speaking to him with the cat there, and with the character that the cat was following.

Bit of a late reply, but you can have one of your characters talk to the cat (doesn't matter if they have that pet pal perk or not), then switch to your main character and proceed to talk to the dog.
