Short: Has a map editor, to use as a fantasy map builder?

Long: I'm using FlowScape and others map fantasy builders to make the map of my novel, but they has different limitations (no farms or roads in one, or no cliffs in other, etc), and apparently this game don't have those limitations. The only thing I need to know, is that if I can design my own town (like in Parkitect for example, by not playing the game), or need to "play" the game to build in game, which would be much more difficult and time consuming.
