I talked to Cindy about the brush, passed the conceptualisation check, but afterwards she didn't take pity on me and give me the brush. Now I can't talk to her about it again. Is it a bug?

Hello talk to her in the balcony hidden autorithy check gives new dialogue option to get the brush.
