Original question:

Do I have to play through the original game & expansion packs before I get to play Rise of the Elves? I thought it was a separate stand-alone game that I could play without playing through the original games again.

Tl;dr - you must play DP for each race first. Only then - GR for each race. And that in Disciples 2: Dark Prophecy - Gallean's Return 2.02 version! RotE - only latest, it spoiled for previous campaigns. It not follow directly, but any way happen after.
Also, second high-level Elves campaign do not follow directly any others incl main RotE. It not so good, not complete, not tested (neutrals fights even with own sub-faction) and have differ plot - you started with peace with Clans and alliance with Empire. That campaign is missing content in GOG - read further.

There is no officially way to play every campaigns in RotE. Using Editor you can make own custom campaign copies - but with custom Day1 events. And some glitch/differences happen even if you did 1in1 how be in original.

Caution, the Rise of the Elves is indeed "stand alone expansion" and that means - as always for term - it completely differ game. Although maps and heroes from GR 2.01/.02 are compatible (not 100%, some minor bugs can happen), technically it differ games.
RotE do not have too much content to be stand alone (separate Gallean's versions Guardians_/Servants... combined as extended Dark Prophecy game with two AddOn addons). So devs include DP. But for newcomers. For regular playthrough all campaigns RotE is like prev. AddOns. It not mean that DP campaign must be played through RotE.
Even GR bring some balance changed and one bug:
UnFOG scripts are not working properly (FOG script are work instead) for scenes where camera show player where he must go.
RotE bring more balance changes that make game more easier. But main thing, even if count RotE as superior ultimate 3.01 update - heroes from "newest" 3.01 never be supported by "legacy" 2.02.

Both game are not completely update to 2.02/3.01 in both Steam/GOG. For GR only difference is TApp.dbf (and maybe some minor txt files in root like History.txt; 1.41 patchnotes not included in 2.02 update anyway).
For RotE it more files. Check "Did GOG have Gold" thread. Gold upgrade posted there partially include 3.01 (except exe and 1 dbf). I compare with retail US 4 cd Gold (on retail player must first install Gold 2006 upgrade then 3.01, as well as 2.02 to GR). In one of my long-posts i listed fles that must be updated and a files that really updated. Only one file can be missed by Gold 2006 upgrade onto GOG - Sinfo.dbf. It differ than in 3.01 patch.

I can provide archive with differ files (by Total Commander) already installed from patches. But i use to compare offline 2.1.0.8 build.

*I didnt compare Export's folders with maps and heroes - GOG miss even in GR original 12 12 lvl blank heroes. They put it back after 10 years for current offline build - but miss it for Galaxy build (Eng ver). Still Impire map is missing. And a lot of RotE 2006 Gold. So Export's folders must be in separate archives.

**Some maps (19) from RotE folder are compatible with GR because original Gold 4 cd release wrong place them - that 19 maps are from DP/addons (Drega Zul one of the maps). I combine Exports folder.

P.S. Steam is complete and almost patched. Still wrong TApp.dbf for GR (currently it show 2.01, I'm sure I saw 2.02 and it looks like not in one of the GOG build (thanks to torrents)). But other files are correct - except custom steamclient DRM exe files from Valve that are 2.0/3.0.
Combining Steam with GOG exe (+1 manual from GOG or of site archive) = best version currently available online.
Maybe Amazon/Stardock Impulse never have that problems.
