Who gets to attack first in battle, the higher the better.

how is the order of attack decided if all characters have equal initiative?

From what I could deduce of my experience with the game, at the beginning of a round of combat a number from 0 to 9 is rolled for every troop and added to its initiative, then the troop with the highest number acts first, then the one with the second highest, and so on.

In other words, a troop with say 60 initiative will always act before one with 50. A troop with 55, on the other hand, will likely act between the two, but might actually do so before the one with 60 or after the one with 50.
