I'm new to the game. Starting out as human dude. I only seem to be able to have 4 units in my leader's army instead of the full 6.

Not sure why - do I have to level up to be able to add more units?

Yes, you need to level up and choose the Leadership ability when it becomes available (the first one is at level 3).
